SB 1056 (ARGALL) Amends the Fiscal Code extending the Treasury Department’s investment and
reinvestment authority pursuant to the Prudent Person Investment Standard to December 31, 2034 from
December 31, 2024. PASSED 49-0.

SB 1092 (DISANTO) Amends Title 40 (Insurance) increasing the cap to $125 from $100 on value added
products which may be offered as a rebate or inducement by an insurance provider to a consumer. Allows
future increases to be made by the Insurance Commissioner. Allows the use of noncash gifts to recruit or
retain new customers as long as the gift or service does not unfairly discriminate, nor is it contingent on
purchasing an insurance product. Prohibits the cost of the gift or service cannot be charged to another
person or entity for an institutional customer. Also prohibits insurance from being offered as an
inducement to purchase another policy using the terms “free”, and “no cost” or similar words or efforts.
PASSED 49-0.

and subject to penalties. Also increases penalties for racing on a highway or trafficway. OVER AS

A04106 (FARRY) Changes the definition of “drifting” so that it does not have to be an intentional
act and it includes both an uncontrolled as well as a controlled skid sideways. Allows
impoundment to occur within the county where the offense occurred rather than only the
municipality. AGREED TO.

SB 479 (PITTMAN) Amends Title 71 (State Government) reducing the age at which superannuation is
achieved for commissioned police officers within the Department of Corrections from age 65 to age 55, or
from age 60 to 50, depending on when the employees where first hired. PASSED 50-0.

SB 832 (YAW) Amends Title 71 (State Government) creating the Independent Energy Office as a
nonpartisan independent agency whose duties include analyzing policies, regulations and laws that relate
to energy generation, production or distribution; plan recommendations that cover coal, natural gas and
oil, electric power, energy efficiency, solar, wind, hydro, geothermal, biomass, landfill gas and, renewable
natural gas , nuclear and other energy technologies; formulate and review the use of fossil, renewable and
energy efficiency initiatives; and at least biannually provide a Statewide energy report. OVER AS

small-scale energy projects. Establishes a program providing an alternative, accelerated method of
permit review and approval through the use of qualified licensed professionals for large-scale
energy projects that propose to generate more than 25 megawatts of electricity. Establishes a
program to provide regulatory waivers for large-scale energy generation projects. ADOPTED 28-22.

SB 920 (LANGERHOLC) Amends the Sexual Assault Testing and Evidence Collection Act requiring the
Pennsylvania Commission on Crime and Delinquency (PCCD) to establish and maintain a statewide tracking
system for evidence collected under the sexual assault evidence collection program. AMENDED AND RE-REFERRED TO APPROPRIATIONS.

A04174 (PENNYCUICK) Specifies PCCD, or a contracted entity, has the exclusive responsibility to
maintain and operate the tracking system’s servers and backup server. An “entity” may not include
another government agency. Clarifies the tracking system is to serve as a resource for the victim
and cannot serve as an official status of the rape kit, admissible to challenge chain of custody
evidence in a criminal proceeding. ADOPTED 28-22.

HB 1661 (METZGAR) Amends the Controlled Substance, Drug, Device and Cosmetic criminalizing the illicit
possession of xylazine, while providing for veterinary use exemptions. OVER AS AMENDED.

SB 1109 (BROOKS) Amends the Unemployment Compensation Law clarifying a claimant is ineligible for
benefits if they unreasonably discourage their own hire in suitable work by refusing to attend a job
interview or hiring activity without good cause or by refusing employment or referral for employment
without good cause. PASSED 31-19.
