who is the subject of the child custody dispute is abused or neglected to report the abuse or neglect to the

SB 819 (YAW): Amends Title 18 (Crimes and Offenses) to make it a third-degree misdemeanor to willfully and
knowingly trespass or enter a property containing a critical infrastructure facility without consent of the owner or
lawful occupant. Makes it a third-degree felony to willfully damage, destroy, vandalize, etc. a critical
infrastructure facility. Establishes a civil cause of action against someone arrested for or convicted of vandalism of a
critical infrastructure facility for damages to personal or real property, including damages to pipeline construction
and pigging stations. PASSED 32-18.

SB 497 (Robinson): Creates the Max Manufacturing Initiative Act establishing a grant and low-interest loan program
with DCED to which public-private partnerships, contracting authorities, and State-related institutions conducting or
facilitating advanced manufacturing may apply. Grants may be for specialized equipment, infrastructure, and
integrated systems. Loans may be for purchasing, constructing, renovating, or rehabilitating facilities to be used in a
shared infrastructure project. Requires applicants to make a good faith effort to recruit and employ workers from
the local labor market and subjects work done on a facility site or on a shared infrastructure project to prevailing
