SB 235 (MASTRIANO) Amends Title 18 (Crimes and Offense) to establish a 10-year mandatory minimum for drug
delivery crimes resulting in death when the defendant received anything of value for the delivery or has two or more
prior drug felony convictions. AMENDED AND PASSED 35-14.

       A02266 (SANTARSIERO) Mandatory minimum does not apply unless the defendant received anything of
       value for the delivery AND has two or more prior drug felony convictions. Mandatory minimum also does
       not apply if the person and decedent intended to use or used the controlled substance together. Clarifies
       that the value of anything received for the delivery is “more than de minimis.” ADOPTED 49-0.

SB 749 (DUSH) Amends The Second Class Township Code to prohibit the surcharge of an elected or appointed
township official when acting in good faith on a solicitor’s opinion. Allows a township board of supervisors to
appoint a partnership, limited partnership, association, or professional corporation as the township manager under
a professional services agreement. PASSED 49-0.

SB 754 (BROWN) Amends the Municipalities Planning Code to authorize a municipality to electronically forward,
send or submit a proposed comprehensive plan or amendment or a proposed land use ordinance or amendment for
review, comments or recommendations, or an adopted comprehensive plan, land use ordinance or amendment.
PASSED 49-0.

SB 69 (LANGERHOLC) Creates the Recovery-to-work Act by establishing a pilot program within the Department of
Labor and Industry to provide for local pilot programs to assist individuals in addiction recovery to prepare for and
obtain employment. PASSED 29-19.

SB 531 (BAKER) Amends Title 51 (Military Affairs) to establish a Grant Evaluation Committee responsible for
reviewing and evaluating applications for grants awarded from the Veterans’ Trust Fund and for providing
recommendations on use of funds. PASSED 28-20.

SB 799 (ROTHMAN) Amends Title 75 (Vehicles) to permit counties to dedicate supplemental bridge allocations to
municipalities for constructing and maintaining bridges. OVER AS AMENDED.

       A02232 (ROTHMAN) Clarifies the connection between Act 44 of 2007 and Act 89 of 2013 to ensure counties
       maintain flexibility in utilizing preexisting bridge funding. AGREED TO.

SB 824 (PENNYCUICK) Amends the Breach of Personal Information Notification Act to provide for Attorney General
notification of a data breach and free access to credit reporting and monitoring services for six months and one year,
respectively. OVER AS AMENDED.

       A02109 (PENNYCUICK) Exempts insurance companies from data breach reporting requirements since they
       report data breaches already to the Insurance Commissioner. AGREED TO.

SB 851 (LANGERHOLC) Amends Title 75 (Vehicles) to extend the sunset date of the temporary regulations for one
year related to automated enforcement systems for overtaking school buses. PASSED 48-0.

SR 134 (ROBINSON) Urges the Federal Housing Finance Agency (FHFA) to rescind all fee increases included in its
single-family pricing framework for home purchases. ADOPTED 29-19.

SB 473 (BOSCOLA) Amends Title 74 (Transportation) to intercept Pennsylvania income tax refunds and Pennsylvania
lottery winnings in excess of $2,500 for unpaid Pennsylvania Turnpike tolls. OVER AS AMENDED.

       A02274 (BOSCOLA) Adds citation to existing statutes that dictate priority of Commonwealth claims to
       intercept State lottery winnings/State tax refunds. Clarifies that an appeal from a notice of interception falls
       under the jurisdiction of the Turnpike Commission, rather than the Department of Revenue. Sets the
       amount of Revenue’s administrative fee at $20. Extends the effective date to 180 days or July 1st, 2024,
       whichever is later, to align with the Lottery’s machine/system modernization plans. AGREED TO.

universities which receive a non-preferred appropriation. PASSED 50-0.
