SB 667 (ROBINSON) Amends the Local Option Small Games of Chance Act allowing licensed eligible organizations to
accept payment via credit card, debit card, mobile payment service or other electronic payment methods for the
purchase of a raffle ticket. Excludes tavern gaming licensees from accepting mobile payment for the playing of
games of chance. PASSED 47-1.

SB 1255 (FARRY) Amends the Outpatient Psychiatric Oversight Act expanding the definition of an “advanced practice
professional” to include a physician assistant that has a written agreement with a psychiatrist. PASSED 48-0.

SB 169 (BAKER) Amends Title 42 (Judiciary and Judicial Procedure) requiring courts to hold disposition review
hearings every three months to ensure that a juvenile who has been adjudicated delinquent and committed to
out-of-home placement is receiving necessary services and treatment. PASSED 49-0.

SB 170 (BAKER) Amends Title 18 (Crimes and Offenses) and Title 42 (Judiciary and Judicial Procedure) providing for
expungement of juvenile records under certain circumstances and to require a Chief Juvenile Probation Officer to
notify the court of a juvenile’s eligibility for the expungement. PASSED 47-2.

SB 173 (LANGERHOLC) Amends Title 53 (Municipalities Generally) to provide for the Safe Exchange Zone Program
which will allow for municipalities to establish safe locations for the public to exchange goods purchased online and
for child custody exchanges. Municipalities may apply for a one-time grant to establish these zones with
participating entities that include a local police department, a county sheriff, or the Pennsylvania State Police.
PASSED 48-1.

SB 1058 (YAW) Enacts the Abrogation of CO2 Budget Trading Program Regulations Act to abrogate RGGI regulations.
PASSED 27-22.

Bills amended on Second Consideration

SB 1230 (BAKER) Amends the Administrative Code of 1929 the updated version of the elevator and escalator code
promulgated by the American Society of Mechanical Engineers (ASME), known as A17.1-2016, effective July 1, 2025.
AMENDED AND RE-REFERRED TO APPROPRIATIONS.

     B Allows the Elevator Safety Board board to recommend modifications to ASME A17.1-2016
     prior to the code taking effect. Any recommended modifications must be made to L&I by December 31,
     2024. The department must then transmit notice to the Legislative Reference Bureau for the proposed
     modifications to be published in the next available issue of the Pennsylvania Bulletin no later than March 31,
     2025. ADOPTED 48-1.
